The NCVC codec, shown as technology preview, is designed to enable a smooth video conferencing experience at an ultra-low bitrate and with low latency over narrow-band transmission links. Given these characteristics, it is an ideal solution for video conferencing via Low Earth Orbit (LEO) satellites, enabling direct-to-device transmission (D2D) between smartphones. NCVC enables the transfer of video and audio data at a bitrate of 3-20 kbit/s and 25 fps. Using AI-enhanced methods, the codec separates the background from the foreground of images and compresses them independently. For video conferences in particular, the image data of faces and shoulders is compressed in higher quality than the surrounding areas to guarantee a smoot live transmission. Using intra-frame coding (i-frame) and key points, the codec can predict the changes between two i-frames without using p- and b-frames, enabling ultra-fast and ultra-efficient video coding at under 10 kbit/s, including audio.
